| Annexations

| The City Council directed that the Planning and
Development Services (PDS) staff initiate proceedings to annex enclaves: areas
that are surrounded or primarily surrounded by the City. The annexations were
directed as a component of the FY 2004 and FY 2005 budget process strategy.

| By practice, the City Council has directed study of
annexations in order to achieve planning and zoning goals. City Council has
directed that staff report on the impact on services and facilities and the
financial viability of annexations.

| During the FY 2004 and FY 2005 2YB process, City Council
directed annexation of enclaves that could generally be served without
additional police officers. Council recognized that the Warm Springs Mesa and
other Southeast enclaves would require added fire services and streetlights.

| Staff estimated the financial impact of each enclave and
recommended annexation of some of the identified enclaves. The PDS staff held
an informational hearing on August 13, 2003. A public hearing was held before
the Planning and Zoning Commission on August 25, 2003. A public hearing was
held by City Council on September 30, 2003.

| City Council reduced the area to be annexed based upon
testimony at the public hearing.
|
|
| The annexed enclaves and other areas will become part of
the City on January 1, 2004. The newly annexed areas will pay property taxes
beginning in December 2004 for fiscal year 2005. The planned fire station will
be constructed as taxes are received to support its development and staffing.
Streetlights will be installed beginning in 2005.
