| Increase the United Water franchise fee from 3-percent to 4-percent, generating an additional $280,000 to offset costs for the City`s ground water, storm water, irrigation, or drainage programs. After twelve months, the franchise fee could be raised an additional percent, generating an addtional $280,000.
