The City of Boise Ethics Commission, the first of its kind in Idaho, issues advisory opinions, hears inquiries, and publishes findings and recommendations regarding alleged violations of the city's ethics policy by city employees and elected officials. The commission consists of five volunteer members: two appointed by the City Council, two appointed by the mayor, and an employee of the city who is nominated by the city's Employee Advisory Committee and appointed by the other four commission members. The commission works in consultation with the offices of the City Attorney and Human Resources, and meets approximately once per month, more often if necessary.

Commission Chair Tony Roark
Tony Roark is an associate professor of philosophy at Boise State University. He has taught courses and conducted research on the subject of ethics. He is a graduate of the University of Idaho and earned his doctorate in philosophy at the University of Washington. Mr. Roark was appointed by Mayor David Bieter in February 2005 to a four-year term.
Commission Vice Chair Hilary Lopez
Hilary Lopez is a workers compensation/health programs administrator for the City of Boise Department of Finance and Administration. A registered nurse, she was formerly department director at St. Luke's Regional Medical Center and taught nursing at Boise State University for seven years. She holds bachelors degrees in nursing and in communication, masters degrees in nursing and in public administration, and a certificate of paralegal studies. Ms. Lopez, the City of Boise's employee representative on the Ethics Commission, was nominated by the Employee Advisory Committee and confirmed by the commission in February 2007. She will serve a two-year term.
Commissioner Geoffrey M. Baker
Geoffrey M. Baker is vice president of United Heritage Life Insurance Co. His responsibilities include enforcement of the company s ethics and conflict-of-interest policies, and he authored United Heritages Guidelines for Corporate Governance. A graduate of the College of William & Mary and the University of Idaho College of Law, he previously was associate attorney with the Boise law firm of Elam & Burke. Mr. Baker was appointed by Mayor David Bieter in February 2007 to a four-year term.
Commissioner David Proctor
David Proctor is development and communications director for The Idaho Foodbank and is the editor of the organization's award-winning web site and electronic and print newsletters. The owner/operator of Legendary Publishing Co., a small press, he has worked as a news reporter and editor, freelance writer, political consultant and is the author of three books. He holds a bachelor's degree in sociology and a master's degree in journalism and mass communications, both from the University of Utah.

Pamela Jo Raybourn
Pamela Jo Raybourn is a paralegal. She served as chair of the Ethics Committee of the National Federation of Paralegal Associations from 1998 through 2001 and has been a presenter and speaker at continuing legal education seminars for lawyers, paralegal's and legal staff on the subject of ethics. She was an adjunct professor at Boise State University from 2000-2005, teaching legal research and writing. She holds a bachelor’s degree in political science with a minor in communication from Boise State University.
