Council Pro Tem Alan Shealy

Alan was appointed to the Council on March 4, 2003, to fill the vacancy created by Carolyn Terteling-Payne's appointment as Mayor. He was elected to that seat in November 2003, and ran successfully for re-election in 2007. He was elected by his peers as Council Pro Tem in 2009.
Alan has 30 years of broad experience in investments and financial management, having worked on Wall Street for a decade and managed his own investment business since 1992. This experience has been applied to the budget process and other city issues that require detailed financial and economic analysis. Alan believes that economics play a major role in quantifying the effects of environmental degradation in the Treasure Valley. As an example, his service on the Ada County Air Quality Board has been directed toward developing consensus among businesses, elected officials and citizens toward the adoption of sensible air quality programs that are backed by solid economics and science. His service on the Board of Capital City Development Corporation, Boise’s urban renewal agency, focuses on sound financial reporting and the economics of the agency’s projects.
Alan holds an A.B. Degree with honors in History from Harvard University, and a Master's Degree with honors in Politics and Economics from Oxford University in England. He is part owner, former Chairman, and current Board Member of Stevens Aviation, Inc., a $125 million private company involved in aviation services. He is a former World Champion and two-time Olympian in rowing. In addition to aviation and sports, Alan's interests include being a drummer in a classic rock band. His wife, Laura, is a Boise native. They have three children who attended Boise Public Schools.
