All tenants must have a Certificate of Occupancy (CO) issued in the name of their business to be legal within Boise City limits. Planning & Development Services' Building Division recently repealed a longstanding policy that allowed some businesses to occupy tenant spaces using a previous tenant's Certificate of Occupancy (CO). This policy lead to confusion, and some property managers erroneously advised their new tenants that it was OK to occupy a tenant space when a new Certificate of Occupancy was actually needed.
