WHAT IS BLUEPRINT BOISE?

The most recent Comprehensive Plan for Boise City was adopted in 1997. Since then, there have been many changes in the community that may affect its direction for the future. The primary objectives for the Blueprint Boise process are to:
- Develop a New Comprehensive Plan for the City of Boise
Boise’s existing Comprehensive Plan encompasses a broad range of detailed policies, objectives and strategies in accordance with Idaho State Statutes. Although many of the policies contained in the Plan remain valid, most communities revisit and update their comprehensive plan every five to seven years to ensure that it continues to meet the community’s vision and goals for the future. This update will focus on:
- Creating a Clear and Compelling Vision for the Future
The new Plan must convey the city’s aspirations in a highly visual manner and must be as clear and accessible to those who use the Plan on a daily basis as it is to a citizen reading it for the first time
- Integrating Regional Planning Concepts at a Local Level
The new Plan must define how emerging concepts—such as transit-oriented development and mixed-use activity centers—introduced by Blueprint for Good Growth and Communities in Motion, will play out within Boise City—from a community vision, policy, and regulatory standpoint.
- Update and Modernization of the Development Regulations
The city’s existing Code is complex and difficult to use, both from an overall format and organizational standpoint and a content standpoint. Blueprint Boise will revamp the city’s Code at two levels:
- Reorganization and Formatting
As a first step, the existing Code will be reorganized and reformatted reformat providing the project team, city staff, and various stakeholder groups with a “clean slate” for consideration.
- Targeted Amendments
Using the re-organized and re-formatted code as a foundation, targeted amendments will be made to the Code to ensure that the appropriate tools and regulations are in place to implement the new Comprehensive Plan.
These updates will help streamline application processing, improve the quality of future development, and address the varying needs of existing built areas and Greenfield development.
