2019 Mayoral Run-Off Election

Boise City Code provides for a run-off election if no mayoral candidate receives the majority of the vote (i.e., 50% + 1). Because no single mayoral candidate garnered a majority of the votes cast in the general election held on November 5, 2019, a run-off election shall occur in accordance with Boise City Code ("B.C.C.") §1-9-3 and Idaho Code ("I.C.") §50-612.

Mayoral candidates, David Bieter and Lauren McLean, are the two candidates with the highest numbers of votes cast in the general election for the Office of Boise City Mayor, and thus qualify to be in a run-off election. See I.C. § 50-612 and B.C.C. §1-9-3(8).

The run-off election, which must occur within thirty (30) days of the general election, shall be held on Tuesday, December 3, 2019. See I.C. §50-612. The City will treat this run-off election as a new and separate election from the November 5, 2019 general election.

Campaign Finance Reporting Requirement Clarification

The City of Boise has received multiple questions seeking clarification regarding campaign finance reporting requirements between the General and Run-Off Elections.

If a candidate or PAC only contributed or had expenditures during the General Election, only the general election Reporting periods apply.

If a candidate or PAC contributed or had expenditures during the General Election and the Run-Off Election, reporting requirements and reporting dates for both the General Election and Run-Off Election apply.  The General Election and Run-Off Election campaign finance reporting requirements and deadlines can be found out our website at www.cityofboise.org.

Since the reporting period for the 7-Day Pre-Run-Off Report and the 30-Day Post-General Report overlap, this will require double reporting during the overlapping timeframes.  Additionally, the beginning cash balance for the 30-Day Post General Report shall be the ending cash balance from the 7-Day Pre-General Report.

The 7-Day Pre-Run-Off Report’s beginning cash balance shall be the balance of the candidate or PAC on the first day of the Run-Off Election reporting period, which is November 6, 2019.
