2024 Year-End Data Reports

The Office of Police Accountability (OPA) is committed to transparency and accountability in Boise’s policing practices. The 2024 Year-End Data Reports provide an overview of use of force incidents, complaint determinations, and internal investigations involving the Boise Police Department (BPD). This data helps the community understand how often force is used, why it’s applied, and how complaints are handled. OPA’s goal is to ensure fair, thorough reviews while keeping the community informed and engaged in public safety matters. Data is current as of February 2024, with some reports pending.

How can force be counted?

Understanding how the Boise Police Department (BPD) tracks use of force is essential for transparency. Force is counted by the number of events, officers involved, subjects affected, and the types of force used. The graphic below explains the process.

Unfounded:

When the investigation discloses that the alleged acts did not occur or did not involve department employees.

Exonerated:

When the investigation discloses that the alleged act occurred but that the act was justified, lawful and/or proper.

Not Sustained:

When the investigation discloses that there is insufficient evidence to sustain the complaint or fully exonerate the employee.

Sustained:

When the investigation discloses sufficient evidence to establish that the act occurred and that it constituted misconduct.

Not Timely:

When the alleged act occurred more than 90 days before a complaint. The OPA director may extend this time limit in the case of extenuating circumstances.

Jurisdiction:

When the alleged act did not involve a Boise Police Department employee or otherwise falls outside of OPA’s jurisdiction.
