Grove Street Pathway

Background

The City of Boise Pathways Master Plan identified the pathway connecting the east end of Grove Street at 3rd Street to Broadway Avenue as a near-term, high-priority, medium-feasibility pathway corridor in 2022.

The Capital City Development Corporation (CCDC) Grove Street Redevelopment Strategy Vision Report also identified a need for a multi-use pathway connection from the intersection of Grove Street and 3rd Street to the pedestrian crossing on Broadway, near Dona Larsen Park. Through CCDC’s commitment to strategic investments that improve access and mobility in our community, construction of the Grove Street Pathway began in December 2024 and was completed in late 2025. The total cost of the project was $3,946,402. The project was funded by CCDC and transferred to the City of Boise’s Parks and Recreation Department for ongoing management

About the Project

The pathway is a new 0.35 mile, ADA-accessible, car-free connection that transforms a historic canal into a safe, convenient, well-lit corridor for pedestrians and cyclists. The new pathway creates an east-west connection between east Boise neighborhoods and downtown, linking Broadway and Warm Springs Avenue directly to downtown.

Decorative handrails, retaining walls, and pedestrian-scale lighting were all installed along the canal to ensure safety and visibility for users. The project also prioritized improved sightlines, additional lighting and removable guardrails to support long-term maintenance. Throughout design and construction, care was taken to preserve the canal’s historic character and existing infrastructure wherever possible.

Partnerships

The project was made possible through partnerships with CCDC, Wright Brothers, The Land Group, Idaho Power, St. Luke’s, nearby property owners, residents and business owners.
