Message From the Chief

It’s an honor to serve this incredible community and work alongside the dedicated professionals of the Boise Police Department. Over the past year, we’ve made important internal updates that will have a lasting external impact, from increased traffic stops to enhanced training opportunities.

We also made major progress in 2025 on our technology upgrades, facilities planning, and department-wide strategic planning. Looking ahead, 2026 will bring even more growth. Thanks to the support of the Boise City Council, we’re adding six additional detective positions and implementing significant new technology upgrades that will continue to improve efficiency and transparency.

I’m inspired every day by Boise’s commitment to community policing and our shared goal of making this city a safe and welcoming place for all. This report highlights our accomplishments in 2025 and the progress we continue to make together.

Detective Brad Thorne

Protecting our community from financial fraud and cyber-enabled scams is a growing priority, and the Boise Police Department is proud to have one of the nation’s leading experts on our team. With 25 years of law enforcement experience, Detective Brad Thorne is a nationally recognized authority on scams and cyber-enabled financial crime. He has led complex investigations resulting in international arrests and the recovery of millions of dollars for victims. 

In 2025, his expertise helped lead to the arrest and extradition of a Nigerian man indicted for sextortion and other large-scale fraud schemes, holding an international offender accountable and protecting victims both locally and nationwide. Beyond investigations, he regularly trains professionals, educates the public on fraud prevention, and serves as a trusted media expert—strengthening our community’s ability to recognize, report, and prevent financial crime.

Our community’s safety is strengthened every day through the dedicated work of officers like Detective Marshall Plaisted, who was honored as the Organized Retail Crime Association 2025 Law Enforcement Partner of the Year. As the only full-time Organized Retail Crime (ORC) investigator with the Boise Police Department, Det. Plaisted works tirelessly to protect local businesses and residents from retail theft and fraud. Since the beginning of 2024, he has led more than 100 investigations, resulting in 61 felony arrests. By building strong partnerships with retailers, prosecutors, and fellow investigators, he ensures cases are handled thoroughly and effectively. In one recent large-scale investigation involving Amazon, Det. Plaisted coordinated with multiple agencies to recover hundreds of stolen packages and secure an arrest, preventing an estimated $100,000 in losses. His work not only holds offenders accountable but also helps keep prices down, businesses strong, and our community safe.

Demonstration Liason Officers

Over the past two years, our Demonstration Liaison Officer (DLO) program has become an essential part of how the Boise Police Department supports safe and peaceful public gatherings. Communication and trust are the foundation of every demonstration in our city, and our DLOs are specially trained officers who work with organizers and participants before, during, and after events to help ensure everyone can exercise their First Amendment rights safely.

DLOs are trained crisis communicators whose role is not enforcement or intelligence gathering, but relationship-building and open dialogue. By actively partnering with event organizers and maintaining clear lines of communication, they help create an environment where diverse viewpoints can be expressed respectfully and safely. Over the past year, Boise has continued to set an example for communities across the country, demonstrating that even in times of strong opinions and national division, we can come together peacefully and uphold the values that make our city welcoming for all.
