The City of Boise receives annual funding under the Community Development Block Grant (CDBG) Entitlement Cities Program and HOME Investment Partnerships Program (HOME) from the U.S. Department of Housing and Urban Development (HUD). Funding is administered by the Division of Housing and Community Development (HCD). The City of Boise has determined it necessary to formally amend the following submitted HUD documents:

  • Five-Year Consolidated Plan (2016-2020)
  • Annual Action Plans (2016, 2017, and 2018)
  • Consolidated Annual Performance Evaluation Report (2016 and 2017)

These Amendments are necessary to complete administrative changes to ensure the accuracy of data collected and reported in the Integrated Distribution and Information System (IDIS). The City of Boise’s aforementioned documents were submitted according to the information at the time regarding the use of IDIS to submit Annual Action Plans, Five-Year Consolidated Plans, and Consolidated Annual Performance Evaluation Reports. At this time, the changes should correct and allow for accurate reporting of data. Further, goals that have duplicative indicators will be changed to one indicator; this will ensure no duplication of numbers. To ensure that all changes to projects/activities, the amendment will authorize additional changes that were not inherently identified but will be required to make the changes.

In addition, this Amendment will cancel from Annual Action Plan 2018 the $200,000 allocated in CDBG to fund site improvements for the construction of Permanent Supportive Housing for Veterans. This project has been added to Annual Action Plan 2019 for $250,000.

The City of Boise’s Housing and Community Development Division will accept public comments on the proposed changes beginning September 10, 2019 through October 12, 2019. Comments can be submitted in writing to the City of Boise’s Housing and Community Development Division located at 150 North Capitol Boulevard, Boise, Idaho 83702.
