Update: BPD arrests three suspects in shooting investigation

July 3, 2025

Arrested: James Martinez, 43, Nampa

Charges: Fugitive to Idaho (F), Murder (F)

Arrested: Kelli Woolum, 40, Boise

Charges: Criminal Solicitation to Commit a Crime (F)

Arrested: Tina Houlden, 63,

Charges: Harboring a Felon (F)

As part of an ongoing investigation on N. Dalton Lane, evidence led Boise Police to identify James Martinez as a suspect in the shooting death of Christopher Holloway.  Martinez was found to have a confirmed warrant out of California for a parole violation.  In coordination with Nampa Police, Martinez was arrested on July 1, 2025, on a Fugitive to Idaho charge and booked into the Canyon County Jail.  Detectives continued their investigation and obtained an arrest warrant for Martinez on a charge of Murder.  Martinez was formally charged with Murder on July 3, 2025, and remains in the Canyon County Jail.

Evidence also led officers to suspect Kelli Woolum.  Woolum and James Martinez are in a dating relationship. Woolum and the victim, Christopher Holloway, were acquaintances. Evidence indicates there was a dispute between Woolum and Holloway before the shooting.  Kelli Woolum was arrested on July 2, 2025, on a charge of Criminal Solicitation to Commit a Crime and she was arraigned today in Ada County Court.

Suspect Tina Houlden is related to the shooting suspect, James Martinez. Evidence indicates Houlden attempted to help Martinez flee the area.  Houlden was arrested today July 3, 2025, and charged with Harboring a Felon and booked into the Ada County Jail.

Previously released July 1, 2025

Boise Police detectives continue to investigate a shooting overnight on June 29, 2025. The adult male victim was found outside in a parking lot on N. Dalton Lane. Evidence shows a possible suspect vehicle was seen leaving the area toward Sunflower Lane and then N. Maple Grove.

Call Police: Detectives are asking anyone in the area with private surveillance video or doorbell cameras showing vehicles in the area or other suspicious circumstances around the time of the shooting, June 29, 2025, at 11:40 p.m. to please call Ada County Dispatch at 208-377-6790.

There is no evidence of any ongoing threat in the area, and the investigation is ongoing.

The Ada County Coroner identified the victim as 23-year-old Christopher Holloway.

Previously released June 30, 2025

Around 11:41 p.m. last night, June 29, 2025, Boise Police responded to a report of shots fired on the 2200 block of N. Dalton Lane.  Officers arrived to find one adult male victim and began providing medical aid until Ada County Paramedics arrived on scene and took over care. The victim did not survive and passed away on scene. Additional officers quickly secured the scene and began an investigation.

The shooting remains under investigation and anyone with information is asked to call Ada County Dispatch at 208-377-6790.  More information will be released as the investigation continues.
