Neighborhood Plan
The Sunset Neighborhood Plan will be a long-term vision document that is reviewed and adopted by City Council to supplement Blueprint Boise, the city’s Comprehensive Plan. The finished plan will guide change within the neighborhood for the next 10 to 15 years and will include a vision, a list of goals, and implementation strategies.
The neighborhood planning process will engage the entire Sunset Neighborhood, including residents, neighborhood association members and leadership, businesses, schools, nonprofits, and many others to develop a shared plan. Because neighborhood plans are intended to supplement the City’s Comprehensive Plan, Blueprint Boise, the Sunset Plan will also guide how citywide goals and priorities are implemented at the neighborhood level.
Get Involved
The City of Boise, in collaboration with the Sunset Residents, local businesses and other stakeholders, spent over a year creating the first draft of the Sunset Plan.
After public engagement and revision of the first draft of the plan, the City of Boise is beginning the process to adopt the Sunset Neighborhood.

Past Participation Opportunities
Phase 4 Engagement: Plan Review
In Phase 4 of the planning process, the project team revised and finalized the first draft plan. Over 30 neighborhood members attended a public meeting at Taft Elementary School. Neighbors also provided specific feedback or ideas to improve the plan via an online survey.
Phase 3 Engagement: Prioritization
In this third phase, participants gave feedback on drafts of the plan’s policies and projects. Phase 3 public engagement featured a neighborhood survey which was open from July 14 to August 6, 2021 and received a total of 140 responses. Additionally, the Neighborhood Planning team held an open house at the Collister Library on July 21, 2021 to collect in-person feedback on the draft priority projects and actions.
Feedback from Phase 3 of the plan provided an understanding of what was most important to the Sunset Neighborhood.
Phase 2 Engagement Goals
Engagement efforts for Phase 2 of the Sunset Neighborhood plan included an online survey and an in-person and virtual workshop. The online survey was open from April 12 through May 17, 2021 and received a total of 172 responses. The online workshop was held on April 26 and had 3 participants and the in-person workshop was held at Sunset Park on April 29 and had 13 participants. This summary aggregates the feedback from these three outreach events into a series of key themes and findings.
Phase 1 Engagement: Vision
Neighbors were invited to help shape the vision for the neighborhood plan via a survey. Neighbors could take the survey online or were able to request a mail in hard copy. The survey was open from October 26th, 2020 to November 30th 2020. The project team received 107 responses to the survey.
October 26 & 27 Neighborhood Days
Neighbors were invited to meet the project team, learn more about the plan process, and share their vision for the neighborhood via physically distant “Neighborhood Days” at Lowell Elementary and Sunset Park. Hard copies of the survey will be available.
Neighborhood Planning Committee
One element of the planning process is to convene a Neighborhood Plan Committee (NPC). The 8-12-member committee works with the City of Boise and a planning consultant to advise on the proposed public engagement efforts and to guide the development of the plan content.
The committee meets once a month for two hours for the duration of the planning process which is expected to last 12 months. Meetings are held either virtually via Zoom or at Sunset Park.
An application to join the NPC was open during August. The application was posted on the City website and advertised via the Sunset Neighborhood Association Website and City social media. City staff selected a group of neighbors to serve as the NPC who will represent Sunset residents and/or nonprofits, schools or businesses located in or serving the neighborhood.
About the Sunset Neighborhood
The Sunset Neighborhood is the area between State Street & Hill Road from 28th Street to 36th Street. Below details some existing demographic, housing, and transportation data that will shape the development of the plan.
Past Planning Efforts
30th Street Area Master Plan:
The City of Boise and ACHD initiated a cooperative effort to work with businesses and residents to shape the 30th Street area’s future. The plan boundaries include the Veteran’s Park neighborhood and portions of the North End and Sunset neighborhoods (south of Irene from State Street to 23rd Street). The document provides guidance concerning land use, transit services, pedestrian and bicycle facilities, streetscapes, redevelopment initiatives, the use and development of key city-owned properties, and investment in recreation within the area.
