Phase 2 Wave Modifications Update - February 2024

Thank you for your interest in the planned modifications at the Phase 2 adjustable wave feature at the J.A. and Kathryn Albertson Family Foundation Boise Whitewater Park. This message serves as an update on the project and current status of planned in-river modifications. Warm, wet weather and above average snowfall in January, combined with longer than expected agency review timelines related to the permitting process, have created a unique situation that unfortunately will push the project to the Winter 2024/Winter 2025 season. We understand this is most likely a frustrating update for whitewater enthusiasts and appreciate your continued patience as the Boise Parks and Recreation Department works with engineers to shift the project timeline and inform users to help adjust expectations in 2024.

SUMMER 2024 PLAN

This modifications delay means Boise Parks and Recreation wave techs plan to hold monitored sessions at Phase 2 of the whitewater park again during the 2024 summer season. Details about times and days the wave will be operational will be announced at a later date. Our team will do its best to accommodate a variety of whitewater enthusiasts as conditions allow. It’s important to remember that first and foremost, the Boise Whitewater Park wave features serve as an important tool for water management, and the city must meet its water right requirements and the irrigation needs of the Thurman Mill Irrigation District.

Our wave techs follow all safety protocols and check conditions regularly to implement the best wave features possible given all the factors that impact the park. Users enter the park at their own risk and should always act as if they are entering a dynamic whitewater situation. Please remember, your safety while recreating on the river is your responsibility and based on your judgement.

RECREATIONAL RIVER PERMITS UPDATE

In consultation with state partners and legal counsel, it has been determined that the City of Boise/Boise Parks and Recreation Department will no longer issue river permits to guides and outfitters who plan to run the stretch of river through the Boise Whitewater Park. The department only requires additional approvals or reservations should a person or group plan to utilize the park or its features for a special event or private reservation and fees apply. Recreational passage through the park’s features is at the discretion of the guide, outfitter or recreationist. Our team plans to assess current signage at the park and make appropriate updates with the continued goal of safety for all users as our top priority.

PHASE 2 MODIFICATIONS GOAL

Parks and Recreation’s goal is to create a reliable recreational experience for all users at Phase 2 of the park, so whitewater park wave operators will no longer need to host monitored sessions at the Phase 2 adjustable wave. The Phase 2 adjustable wave is currently an expert-only feature due to the power and intensity of the wave. McMillen engineers have created a plan for adjustments to the Phase 2 wave that meet the city’s goals, while creating a fun and challenging in-river feature for river recreationists.
