Online Plan Review

Our ePlanReview system, which uses ProjectDox software, lets customers skip a trip to City Hall by submitting plans online. PDS and other reviewing agencies review plans simultaneously, which can help reduce review times.

How to login via Boise Secure

Navigate Boise's Electronic Plan Review System

Submit Application

Step 1: Submit Application (Applicant)

Step 2: Assign Case Number (PDS Staff)

  • PDS assigns a case number, invites applicant into the ePlanReview project and grants the applicant rights to upload electronic files.

Upload Files

Step 3: Upload Files (Applicant)

  • Upload files: Applicant logs in to ePlanReview and uploads all required submittal documents.
  • Submit Files: When done uploading files, applicant signs off the "Upload Confirmation" task to submit files for review.
  • Reminder: We cannot begin our review until the applicant signs off on the "Upload Confirmation" task.

Step 4: Pre-Screen Review (PDS Staff)

  • PDS staff performs preliminary review of application/plans for completeness. If complete, they notify the applicant of the fees due. You can review the status of your permit or application by visiting permits.cityofboise.org.

Step 6: Plan Review (PDS Staff)

  • City staff and outside agencies begin simultaneous plan review.

Step 7: Resubmittals (Applicant)

  • If plans do not pass review, the applicant is notified that corrections are needed. Tasks and assignment instructions are provided by e-mail.
  • Reminder: We cannot restart our review until the applicant signs off on the "Applicant Resubmit" task.

Project Approval

Step 8: Download Plans (Applicant)

Applicant downloads plans after final approval.

Building Division Projects:

  • Permit Required: After plan review, the project has been approved but the building permit has not been issued. The applicant/contractor is responsible for permit issuance.
  • Download and Print Approved Plans: After plan review is complete, the architect/applicant must download the approved plans and documents and provide a full size copy of the approved plan set to the contractor. An approved paper plan set must be on the job site at all times during construction.

Planning Division Projects:

  • The approval letter is available for download. There is a ten day appeal period. See the approval letter for details.

ePlanReview log-in Guide

The ePlanReview current system is being upgraded to use Boise Secure. ePlanReview is the first to adopt the process of uniting all City of Boise citizen logins into one account to simplify how you interact with city services. Soon, instead of juggling different logins for different tools, you’ll be able to use one single, secure account—called Boise Secure.

If you’re trying to log into Boise Secure on a new computer and don’t remember your password, you’ll need to use the Forgot Password process.

ePlanReview is our first system that will utilize Boise Secure. We will be adding additional systems in the future, which announcements will be posted once additional systems are added to Boise Secure.

No, you won’t need to create a new account. You will have to simply follow the steps to reset your password.

If you need a password reset or are creating a new account, the updated site will require passwords to meet certain criteria:

  • At least 8 characters long
  • Includes at least 1 uppercase letter (A–Z)
  • Includes at least 1 lowercase letter (a-z)
  • Includes at least 1 number (0–9)
  • Includes at least 1 special character, such as ! @ # $ %
  • Cannot include these characters + , &
  • Cannot contain your username
  • The first time logging in on/after January 21, 2026, clear your browser cache and bookmark the login for easy access.
  • The system works best with a Chromium browser such as Microsoft Edge or Google Chrome.
  • For the best user-friendly navigation experience, we suggest using a computer to access the site. Using a phone or tablet may result in limited or obstructed navigation.

All Applications and Reviews that are active before January 21, 2026, will not be impacted with this software upgrade. However, you will need to login using Boise Secure to access ePlanReview and the Applications.

On January 21, 2026, you will be able to follow the steps to create an account if you are brand new to ePlanReview. For additional information, please see our video of the change.

Congratulations you have successfully created your new login for the Boise Secure system. Moving forward, you will only have to login to Boise Secure with your password if you’re using a device that is not already registered. This may be a device that is in a public space or a new device. You will be prompted to verify your identity either through email, text, or both if that is how you set up your account preferences.  Moving forward as the city begins to adopt Boise Secure across more systems, then you will be able to use the registered account already in place.
