The purpose of the AI-O district is to:
(a) Promote development that is compatible with and protects the safe operation of the airport;
(b) Ensure all development is compatible with the noise levels from operations at the airport;
(c) Ensure future development within the Airport Influence Area is designed in accordance with the Airport Master Plan; and
(d) Ensure compliance with applicable federal regulations and guidance.
All new development and existing structures within the Airport Influence Areas shall comply with the following:
(a) Airport Influence Area A: All new residential development and new Schools, Universities, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities shall insulate the buildings to achieve a noise level reduction of 25 decibels.
(b) Airport Influence Area B-1:
i. New residential development shall insulate the buildings to achieve a noise level reduction of 30 decibels.
ii. For new residential development or redevelopment of an existing site, the maximum density allowed is five residential units per acre, unless subsection iii allows for a higher maximum density. Accessory Dwelling Units, Duplexes, and Accessory Tiny Homes On Wheels that are exempt from density elsewhere in the Code may exceed the B-1 density limit.
iii. For new residential development or redevelopment within the Area B-1 and located outside the 60 Day-Night Average Sound Level (DNL) noise contour, the maximum density is the density permitted by the base zoning district, up to a maximum of 25 units per acre.
iv. New Schools, Universities, Churches and Religious Institutions, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities are prohibited.
v. Commercial uses shall insulate the noise sensitive areas of a facility to achieve a noise level reduction of 25 decibels.
(c) Airport Influence Area B:
i. Existing residential uses or other noise sensitive development such as Schools, Universities, Churches and Religious Institutions, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities are legally nonconforming.
ii. New residential development or other noise sensitive development such as Schools, Universities, Churches and Religious Institutions, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities are prohibited.
iii. All new uses and redevelopment of an existing use shall insulate to achieve a noise level reduction of 35 decibels within the noise sensitive areas of a facility.
(d) Airport Influence Area C:
i. Existing residential uses or other noise sensitive development such as Schools, Universities, Churches and Religious Institutions, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities are legally nonconforming.
ii. New residential development or other noise sensitive development such as Schools, Universities, Churches and Religious Institutions, Hospitals, Assisted Living facilities, and Adult or Child Daycare facilities are prohibited.
iii. Non-noise sensitive manufacturing, industrial, and commercial uses as allowed in the base zoning district are allowed in the Airport Overlay Areas but are required to insulate the noise sensitive areas of the buildings when developing or redeveloping.
(e) All approved developments in the Airport Influence Areas are required to grant the airport an avigation easement in a form acceptable to the City Attorney. Sample avigation easements are available on the airport website.
